Universal 1146: imperfective passive ⇒ perfective passive

If a language has any passives it has ones which can be used to cover the perfective range of meaning.
No language will have only passives which must be interpreted imperfectively.
Standardized
IF there are passives covering imperfective meanings, THEN there are passives covering the perfective range of meaning.
