Accent on the third syllable from the left edge and on the fourth syllable from the right edge are unattested patterns in quantity-insensitive bound systems.
Standardized
IF accent is on the third syllable from the left edge, THEN the system is not quantity-insensitive bound.

OR, BY CONTRAPOSITION:
IF the system is quantity-insensitive bound, THEN accent is not on the third syllable from the left edge.
