For languages which have agreement both within clauses and within NPs, if clause-constituents agree in Number, NP constituents are very likely also to agree in Number.

Counterexamples
Avar, Svan, Tabasaran (all Caucasian), Jacaltec (Mayan) have number agreement within clauses and not within NPs.
