Original
If in a language there are no prefixes, then there will be inflectional (i.e. not prepositional) local cases.
Standardized
If there are no prefixes, THEN there are no prepositions.

OR, BY CONTRAPOSITION:
If there are prepositions, THEN there will be prefixes.
